What each limit means in practice
Minutes are not a discount. Every plan bundles minutes at $0.08, the same as overage. Upgrading buys concurrency and other plan features, not cheaper minutes. That is unusual: most platforms reward volume with a lower rate.
Concurrency is the real tier. Free allows 4 simultaneous calls, Pro 20, Business 40. A busy line that needs 25 lines must be on Scale or pay burst at $0.16 a minute for the calls above 20.
The LLM is the unknown. ElevenLabs publishes the agent minute rate but shows per model LLM costs in the product. Budget a range and measure in week one.
The carrier is separate. ElevenLabs charges nothing for telephony, but your carrier does. On Twilio US, add $0.0085 a minute inbound or $0.014 outbound.

- Pick the plan by peak concurrency, not by minutes; minutes cost the same everywhere.
- Choose a cheap LLM for routine calls and test before switching to a frontier model.
- Use SIP trunking with a low cost carrier.
- Watch burst usage; if you burst every week, the next plan up is cheaper.
Is ElevenLabs Agents worth the price?
Yes, if voice quality and voice choice drive your results: $0.08 a minute for its voices, recognition and turn taking is fair, and the free plan lets you prototype.
