Retell AI is the best AI voice agent platform for most businesses in October 2026. It publishes every cost layer, includes 20 concurrent calls free, and lists SOC 2 Type II and HIPAA at no extra charge. A realistic stack costs $0.09 to $0.17 per minute. Vapi is better for developers, and Telnyx has the lowest all in rate at about $0.06.
Our top picks
How to choose
An AI voice agent platform is the toolkit for building a phone agent that answers or places calls, understands speech, thinks with a large language model (LLM) and talks back with a synthetic voice. Every platform here does that. They differ in four places that decide your bill and your launch date.
What the per minute rate covers. A voice call runs through five layers: telephony (the phone line), speech to text, the LLM, text to speech, and the platform that orchestrates turn taking. Some vendors bundle all five into one rate (Bland). Some bundle three (Telnyx includes speech and voice). Some charge only for orchestration and bill the rest separately (Retell, Vapi, Millis). Compare all in cost, never the headline.
How you build. Retell, Synthflow and ElevenLabs give you a visual builder. Vapi and Twilio ConversationRelay assume a developer is writing code. PolyAI builds it for you. Pick the model that matches who on your team will own the agent after launch.
Concurrency. This is how many calls can run at once. Vapi's free tier allows 4, Bland Start 10, Retell 20, Telnyx 500. If you run an outbound campaign or a busy inbound line, a low ceiling means busy signals or a forced upgrade.
Compliance. If you touch patient data you need a signed BAA. HIPAA costs nothing extra on Retell and Telnyx, $2,000 per month on Vapi, and needs an Enterprise plan on ElevenLabs.
Our picks, in detail
- Starting price
- $0.055 per minute
- Per minute cost
- $0.055 voice infra plus LLM ($0.0016 to $0.32), voice ($0.015 to $0.10) and telephony ($0.015 US Twilio or Telnyx)

- 20 concurrent calls free, then $8 per line per month
- HIPAA
- Yes, listed as HIPAA ready
Retell prices every layer on one public page, includes 20 concurrent calls free, and lists SOC 2 Type II and HIPAA with no add on fee. A budget stack works out to $0.0946 per minute and a frontier model stack with an ElevenLabs voice to about $0.174, and you can build in a drag and drop canvas or through the API.
Pros
- Every component is priced on one public page, so you can model cost before you sign up
- 20 concurrent calls included free, where Vapi includes 4 and ElevenLabs Pro includes 20 only on a $99 plan
- SOC 2 Type II, HIPAA, GDPR and ISO 27001 listed with no compliance surcharge
- Drag and drop flow builder plus testing and QA tools, and a quick start that gets a phone agent live in about 15 minutes
Cons
- The $0.055 headline excludes the LLM, the voice and telephony, so quotes based on it understate the bill
- Premium voices and add ons stack: ElevenLabs v4 is $0.10 per minute and AI QA another $0.10
- Language coverage is not listed as a number; you check the dashboard
- Some Trustpilot reviewers report 1.5 to 2.5 second pauses and slow support replies
Skip it if you only want to pay a single bundled rate and never think about LLM or voice line items.
- Starting price
- $0.05 per minute
- Per minute cost
- $0.05 hosting plus STT ($0.0095 to $0.0099), LLM ($0.0077 to $0.0452) and voice ($0.0146 to $0.0238)
- Concurrency
- 4 free, 10 on Core, 30 on Pro, extra lines $10 per month
- HIPAA
- Add on at $2,000 per month with a signed BAA; cannot be combined with zero data retention
Vapi charges a $0.05 per minute hosting fee and passes every model through at cost, so a lean stack on free Vapi telephony comes to about $0.082 per minute. You choose the speech, LLM and voice vendors, which is the point for engineering teams building their own product.
Pros
- Lowest platform fee among the big self serve tools at $0.05 per minute, with models at cost
- Free Vapi telephony and SIP transport removes the separate carrier line item
- Bring your own providers: OpenAI, Anthropic, Gemini, Groq and multiple voice and speech vendors
- Vapi says it has 1M+ developers and 2.5M+ agents launched, with Amazon Ring, Intuit and ServiceTitan named as customers
Cons
- HIPAA is a $2,000 per month add on, which wipes out the per minute savings for small healthcare teams
- Only 4 concurrent calls without a package
- Free tier support is a Discord community
- Trustpilot score is 2.4 from 15 reviews, citing latency pauses and billing surprises
Skip it if you need HIPAA on a small budget: the add on is $2,000 per month.
- Starting price
- $0.08 per minute
- Per minute cost
- $0.08 per minute, no ElevenLabs telephony fee, LLM and carrier extra
- Concurrency

- 5,000+ voices across 31 languages, the widest voice library of the platforms compared
- Visual workflow builder, knowledge base with RAG, tools and custom LLM support
- Free plan with 15 minutes and 4 concurrent calls to prototype
Cons
- LLM cost is extra and shown only inside the product, so the all in rate is not published
- HIPAA BAAs require Enterprise
- Going over your concurrency limit doubles the rate to $0.16 per minute
- Trustpilot score is 3.0 from 1,188 reviews, mostly about credits and billing across ElevenLabs products
Skip it if you need a published all in rate, because LLM usage is billed on top and shown only inside the product.
- Starting price
- $0.05 per minute
- Per minute cost
- $0.05 including STT and TTS; about $0.06 all in with Kimi and carrier, per Telnyx
- Concurrency
- 500 concurrent calls on pay as you go
- HIPAA
- Included on every plan
Telnyx bundles speech recognition and voices into $0.05 per minute and states about $0.06 all in with its hosted LLM and carrier cost. HIPAA is included on every plan and pay as you go allows 500 concurrent calls.
Pros
- About $0.06 per minute all in, the lowest complete rate published by any platform compared
- HIPAA included on every plan and SOC 2 Type II certified
- 500 concurrent calls on pay as you go, far above Retell's 20 or Vapi's 4
- Owns the network and GPUs, which is how it claims sub 200 ms latency
Cons
- The no code builder is a natural language instruction editor, simpler than Retell's flow canvas
- 30+ prebuilt integrations, fewer than Synthflow's 200+
- Trustpilot reviews (3.2 from 650) cover all of Telnyx and cite slow account verification
- Telnyx pages disagree on specs: the product page says sub 200 ms and 80+ languages, the sign up page says sub 500 ms and 100+ languages
Skip it if your team wants a visual flow canvas and a large app marketplace.
- Starting price
- $0.14 per minute
- Per minute cost
- $0.14 Start, $0.12 Build, $0.11 Scale per connected minute; models and telephony included

Bland runs its own speech, LLM and voice models and bills one connected minute rate, $0.14 on Start or $0.12 on the $299 Build plan. It lists SOC 2 Type I and II, HIPAA and PCI DSS and offers self hosted deployments.
Pros
- One connected minute rate covers speech, LLM and voice, so there is no token math
- Runs its own models with self hosted and on premises options; customer data does not train other models
- SOC 2 Type I and II, HIPAA, PCI DSS, GDPR and ISO 27001 listed, plus a FedRAMP badge, with BAAs and DPAs
- Forward deployed engineers build the first agents; Bland says most go live in two to six weeks
Cons
- At $0.14 per minute it costs more than a budget Retell, Vapi or Telnyx stack
- Start plan caps you at 100 calls per day, which blocks real outbound volume
- Transfer minutes ($0.03 to $0.05) are billed on top when calls move to a human on Bland numbers
- Per minute rates rose from a flat $0.09 to $0.11 to $0.14 in December 2025, and the public page and billing docs list different tiers
Skip it if you want the cheapest minute or plan to make more than 100 calls a day without paying $299 a month.

- Concurrency
- Not published
- HIPAA
- Not published
ConversationRelay adds speech recognition and voices to a Twilio call for $0.07 per minute while your own app and LLM write the replies. If your numbers and IVR already live on Twilio, this is the shortest path.
Pros
- Runs inside your existing Twilio account, numbers and call flows
- Choice of Deepgram or Google speech recognition and Google, Amazon or ElevenLabs voices
- Bring any LLM, since your app generates the reply text
Cons
- No builder, no prompt editor, no included LLM: you write and host the agent logic
- $0.07 covers only speech in and out, so all in cost runs higher than Telnyx
- Latency and HIPAA details are not stated on the ConversationRelay docs page
Skip it if you want a finished agent platform with a builder; this is a building block.
What it costs
The table below uses each vendor's published component prices. "Budget" uses the cheapest listed LLM and voice; "premium" uses a frontier model and a premium voice where the vendor lists one. These are our calculations from listed rates, not vendor quotes.
| Platform | Headline rate | Budget all in | Premium all in | What is not included |
|---|---|---|---|---|
| Telnyx | $0.05 | about $0.059 | pass through LLM | Frontier LLM tokens |
| Vapi | $0.05 | $0.0818 | $0.1429 | Nothing extra beyond the ranges |
| ElevenLabs Agents | $0.08 | $0.08 plus LLM | $0.08 plus LLM | LLM, billed from credits |
| Twilio ConversationRelay | $0.07 | $0.0785 plus LLM | $0.084 plus LLM | Your LLM |
| Retell AI | $0.055 | $0.0946 | $0.174 | Phone number fees |
| Bland AI | $0.12 to $0.14 | $0.12 | $0.14 | Transfers, $0.015 outbound minimum |
| Synthflow, PolyAI, Thoughtly | Quote only | Not published | Not published | Unknown |
Retell's budget stack is $0.055 voice infra plus $0.0096 for Gemini 3.5 Flash Lite, $0.015 for a Retell voice and $0.015 for US Twilio telephony. Its premium stack swaps in Claude 5 Sonnet at $0.064 and ElevenLabs Flash at $0.040. Vapi's low end is $0.05 hosting plus $0.0095 Deepgram, $0.0077 OpenAI and $0.0146 ElevenLabs on free Vapi telephony; the high end uses the top of each range plus Twilio outbound at $0.014.
At 5,000 minutes a month, a budget stack runs from about $296 on Telnyx to $473 on Retell and $899 on Bland Build. At 20,000 minutes, the range is roughly $1,184 to $2,699. The full worked example, including plan fees and the traps, is in our AI voice agent cost per minute breakdown. Every rate also feeds the AI Price Index, and you can model your own volume against a human agent's wage in the cost calculator.
AI voice agent vs AI receptionist
These two get confused in search results, and buying the wrong one is expensive. An AI receptionist (Smith.ai, Rosie, Goodcall and similar) is a finished product: you fill in your hours and services, it answers your line, and you pay per call or a monthly bundle. Setup takes an afternoon.
A voice agent platform is what you use when the call itself is the product or the workflow is unusual: qualifying leads against a CRM, confirming pharmacy refills, running an outbound renewal campaign, handling a hotel booking with real inventory. You write the prompt, connect the tools and own the testing. In exchange you pay a fraction of the price per minute and can do anything an API allows.
Rule of thumb: under about 500 calls a month and a standard front desk script, an AI receptionist is simpler. Above that, or with custom logic, a platform wins on cost and control.
Inbound vs outbound use
Inbound agents answer your existing number. The priorities are low latency, clean transfers to a human, and booking or ticketing integrations. Retell, ElevenLabs and PolyAI are strongest here.
Outbound agents call lists. The priorities change: daily call caps, concurrency, voicemail detection and per attempt fees. Bland charges a $0.015 minimum on every outbound attempt including failed calls, and its Start plan stops at 100 calls a day. Retell adds $0.005 per dial for batch calls. Telnyx's 500 concurrent calls make it the cheapest place to run a large campaign. Outbound calls to consumers fall under the TCPA in the US, so get consent records in order before the first dial.
Latency claims
Every vendor advertises speed, and none use the same yardstick. Published claims: Synthflow sub 100 ms, Telnyx sub 200 ms, PolyAI under 300 ms on its fastest model, Vapi under 500 ms average, Retell about 600 ms, Millis 500 to 600 ms. Some measure model response only, some measure voice to voice. Users on Trustpilot report 1.5 to 5 second pauses on some platforms, which tells you how much setup matters. Your LLM choice, voice model and whether the carrier sits near the GPUs all move the number. Test with real callers on your real script before you sign anything annual.
Red flags
- A headline rate with no component list. If a vendor quotes $0.05 per minute and does not say whether the LLM, voice and phone line are included, assume they are not.
- Concurrency surprises. ElevenLabs doubles the rate to $0.16 per minute when you burst past your limit. Vapi charges $10 per extra line and Retell $8.
- Compliance as an upsell. A $2,000 per month HIPAA add on changes the math for a clinic doing 3,000 minutes a month.
- Quote only with a high floor. Synthflow starts at $30,000 a year. That is fine for a BPO and wrong for a dental office.
- Stale products. Millis AI's public changelog has no entries after April 2025. Air AI's domain now belongs to an unrelated company. Check a vendor's changelog date before you build.
- Billing complaints. Synthflow and ElevenLabs reviewers on Trustpilot report billing after cancellation and confusing credits. Use a card with spend limits during a trial.
How we picked
We started from 11 voice agent platforms that buyers search for and compared each one on published facts only: pricing pages, billing docs, security pages and Trustpilot listings opened in October 2026. We did not include Air AI, whose domain now hosts an unrelated business, or Voiceflow, which no longer publishes voice pricing. Thoughtly and Millis AI have records in our database but did not make the ranked list: Thoughtly publishes no prices, and Millis shows no product updates since April 2025.
Each platform gets five factor grades from the facts: value (all in per minute cost and pricing transparency), features (telephony, concurrency, voices, languages, compliance), ease (no code builder, docs, setup time), integrations, and trust (ratings, certifications, company signals). Our method is on how we score. Rates change often in this category, so every price on this page carries an October 2026 date and links to its source.
Bottom line
If you want one platform that a non developer can build on and a developer can extend, start with Retell AI. If you are writing the agent in code and want to choose every provider, use Vapi. If voice quality sells your product, use ElevenLabs Agents. If the bill matters most at volume, price out Telnyx. Head to head detail is in Retell AI vs Vapi and Bland AI vs Retell AI.
Frequently asked questions
What is the best AI voice agent platform?
For most businesses, Retell AI. It publishes every cost component, includes 20 concurrent calls free, lists SOC 2 Type II and HIPAA without a surcharge, and offers both a no code builder and an API. Developers who want full control of providers should look at Vapi, and teams chasing the lowest bill should look at Telnyx.
How much does an AI voice agent cost per minute?
Published platform fees run from $0.02 to $0.14 per minute, but a complete stack with an LLM, a voice and telephony usually lands between $0.06 and $0.17 per minute. Telnyx states about $0.06 all in, Retell ranges from about $0.09 to $0.17 depending on the model, and Bland charges $0.12 to $0.14 with models included. See our full math at /ai-voice-agent-cost-per-minute.
What is the difference between an AI voice agent and an AI receptionist?
An AI receptionist is a finished product for small businesses, usually billed per call or by a monthly bundle, that answers, books and takes messages. An AI voice agent platform is the toolkit underneath: you design the prompts, tools and call flows yourself and pay per minute. If you want something live today without building, compare AI receptionists instead.
Can AI voice agents make outbound calls?
Yes. Retell, Vapi, Bland, ElevenLabs and Telnyx all support outbound calls, and several offer batch calling. Watch the limits: Bland's free Start plan caps you at 100 calls a day, Retell adds $0.005 per dial for batch calls, and US rules such as the TCPA apply to automated calls to consumers.
Which AI voice agent has the lowest latency?
Only vendor claims exist, and they are measured differently. Telnyx claims sub 200 ms, PolyAI under 300 ms on its fastest model, Vapi under 500 ms average, Retell about 600 ms, and Synthflow sub 100 ms without describing the method. Treat these as marketing numbers and measure on your own calls before you commit.
Are AI voice agents HIPAA compliant?
Some are. Retell lists HIPAA with no add on fee, Telnyx includes HIPAA on every plan, Bland and Synthflow list HIPAA with BAAs, Vapi charges $2,000 per month for its HIPAA add on, and ElevenLabs offers BAAs only on Enterprise. Always sign a BAA before any patient data touches the system.
Do I need my own Twilio account?
Usually not. Retell, Vapi, Bland, ElevenLabs and Telnyx can all provide phone numbers. Bringing your own Twilio or SIP trunk can save money: Retell does not charge for custom telephony and Bland drops its transfer fee for bring your own Twilio customers.
Is Air AI still available?
The air.ai domain now hosts a different company focused on defense readiness software, not a voice agent product, so we did not include it. If a reseller pitches you an Air AI license, ask for a current pricing page and contract before paying anything.
