Claude Code and Codex cost the same to start ($20) and per team seat ($25, or $20 annually), so the choice comes down to models and workflow. The short answer
These are the two most similar products in the category. Both are terminal first agents that read a repo, edit files and run commands; both come bundled with a $20 chat subscription; both add IDE, desktop and web surfaces; and both can run on an API key instead.
- Choose Claude Code if you prefer Claude models, work in JetBrains, want flat Max plans with monthly API credits, or buy models through Amazon Bedrock or another cloud provider.
- Choose Codex if you prefer OpenAI models, want to start tasks from your phone or Slack, want automatic GitHub code review included at $20, or want the $500 tier with Ultrafast mode.
If you already pay for one chat app, use its agent first. Switching only makes sense to solve a specific limit or model preference.

Limits. Claude's pricing FAQ says every plan resets on a rolling 5 hour window with weekly limits on paid plans, and that chats and Claude Code share one pool. OpenAI publishes ranges for Plus: 5 to 45 messages on GPT 6 Astra, 15 to 160 on GPT 6.1 Sol and 350 to 3,000 on GPT 6 Luna per 5 hours, with weekly limits possible. ChatGPT Work also shares Codex's pool.
Overflow. Claude paid plans can turn on usage credits at API rates. ChatGPT Plus and Pro can buy ChatGPT credits. Both can run on an API key.
Head to head scenarios
Daily coding on a $20 plan
Winner: Codex. For the same $20, ChatGPT Plus includes cloud tasks, automatic GitHub code review, Slack and iOS on top of the CLI and IDE extension, and OpenAI publishes per model message estimates so you can plan. Claude Pro is the better buy only if you want to pay annually ($200 a year) or prefer Claude's models.
All day agent work
Winner: Codex, narrowly. ChatGPT Pro at $100 currently has no 5 hour limit, which is more headroom than Claude Max 5x's "5x Pro per session." Claude Max does include $100 or $200 a month in API credits for the Claude Platform, which matters if you also build on the API. OpenAI says "currently," so recheck before committing for a year.
JetBrains users
Winner: Claude Code. Anthropic lists a JetBrains integration alongside VS Code. Codex's docs list an IDE extension, desktop, web and iOS, but not a JetBrains plugin on the pages we read.
Teams with mixed workloads
Winner: Claude Code. Seat prices match, but Claude Team lets you mix Standard seats with Premium seats that have 5x usage for your heaviest developers, and adds up to $500 a month in pooled API credits. Both exclude business data from training by default.
Companies that buy AI through a cloud provider
Winner: Claude Code. The Claude Code CLI, VS Code and JetBrains extensions can run through third party providers such as Amazon Bedrock, so procurement can use an existing cloud contract. Codex's API key mode follows OpenAI API availability.
Delegating from your phone or Slack
Winner: Codex. iOS and Slack are on Plus, and Codex Cloud runs tasks while you are away. Claude Code's cloud sessions run from the desktop app.
Privacy
Claude Code. On Free, Pro and Max, Anthropic asks you to choose a model training setting. Its terms update says that with the setting on, data from those accounts, including Claude Code sessions, can be used for training and kept for five years; with it off, the 30 day retention period applies. Team and Enterprise have no model training on your content by default, and Enterprise adds audit logs, SCIM and custom retention.
Codex. OpenAI's Codex pricing page says Business has no training on your business data by default, with SAML SSO and MFA, and Enterprise adds SCIM, EKM, RBAC, audit logs, data retention and data residency controls. Personal plans follow ChatGPT's data controls, so check those settings if you code on Plus or Pro.
On team plans the two are equivalent on training. On personal plans, check the setting in either product on day one.
Verdict
This is the closest matchup in AI coding, and the scenario count splits evenly. Codex wins on what $20 includes (cloud tasks, GitHub review, Slack, iOS) and on top end headroom with Pro's current lack of a 5 hour limit. Claude Code wins for JetBrains, mixed seat teams and cloud provider billing, and it has the better VS Code rating, 3.7 from 829 against 2.9 from 722. If you already pay for ChatGPT or Claude, start with that agent. If you are choosing fresh and work solo, Codex gives slightly more for the same $20; for a company team, Claude Code's seat mix and provider options edge it. Frequently asked questions
Is Claude Code better than Codex?
Neither wins everywhere. Claude Code is the better pick for JetBrains users, teams that want to mix seat sizes, and companies that buy models through a cloud provider. Codex is the better pick for mobile and Slack delegation, automatic GitHub code review on a $20 plan, and heavy users who want Pro's current lack of a 5 hour limit.
Which is cheaper, Claude Code or Codex?
At entry and team level they cost the same: $20 a month and $25 per seat monthly or $20 annually. Claude Pro has an annual option at $200 a year that ChatGPT Plus does not list. At the top end, Codex Pro goes up to $500, while Claude Max stops at $200.
Which has higher usage limits?
On $20 plans, OpenAI publishes estimates (15 to 160 GPT 6.1 Sol messages per 5 hours on Plus) and Anthropic says only that Pro gives at least 5x Free usage per 5 hour session. At $100, Codex Pro currently has no 5 hour limit, while Claude Max 5x gives five times Pro per session plus $100 in API credits.
Can I use both?
Yes, and many developers do: one $20 plan for daily work and the other for a second opinion on hard problems. Devin Desktop and GitHub Copilot Pro+ can also run or delegate to both agents.
Do Claude Code and Codex work in VS Code?
Yes. Claude Code has a VS Code extension (also installable in Cursor) and a JetBrains integration. Codex has an IDE extension, a desktop app, a web app and iOS. Claude Code's VS Code extension rates 3.7 from 829 reviews, Codex's 2.9 from 722.
Which is better for teams?
Both charge $25 per seat monthly or $20 annually. Claude Team lets you mix Standard seats with $125 or $100 Premium seats that have 5x usage, plus up to $500 a month in pooled API credits. ChatGPT Business adds larger cloud VMs and the rest of ChatGPT. Neither trains on business data by default.
Claude Code vs Codex for beginners?
Both run in a terminal and an editor. Codex has a free desktop entry point (subject to rollout) and an iOS app; Claude Code has a terminal guide in its docs for people who have never opened one. If you already use one chat app, start with its agent.
