By , research by the BestBots team · Updated Oct 18, 2026
Fact checked against each company's published pricing, documentation and verified user ratings. How we score
ElevenLabs Agents is the best AI voice agent platform when voice quality matters most. It offers 5,000+ voices across 31 languages at a flat $0.08 per minute with telephony included, and every plan works out to about the same effective rate. The tradeoffs: LLM usage is billed on top with no published per minute figure, and HIPAA needs Enterprise.

The best voice quality and voice choice in the category at $0.08 per minute after bundled plan minutes, with no ElevenLabs telephony fee. LLM usage and your carrier are billed on top, and HIPAA BAAs are Enterprise only.

What it is
ElevenLabs built its name on text to speech. The Agents Platform (previously Conversational AI) turns those voices into full agents: speech recognition, an LLM of your choice, ElevenLabs voices, a knowledge base with retrieval, tools that call your APIs, and a visual workflow builder for multi step conversations. Agents can run on phone lines, websites and apps.
For phone calls it offers a native Twilio integration, SIP trunk connections to your existing phone system, and batch calling for outbound lists.
Pricing explained
ElevenLabs Agents uses the same subscription tiers as the rest of ElevenLabs, each with a bundle of agent minutes. Here is the Agents pricing page in October 2026.
| Plan | Monthly price | Agent minutes | Concurrent calls | Effective rate if fully used |
|---|---|---|---|---|
| Free | $0 | 15 | 4 | Free |
| Starter | $6 ($1 first month promo) | 75 | 6 | $0.08 |
| Creator | $22 ($11 first month promo) | 275 | 10 | $0.08 |
| Pro | $99 | 1,238 | 20 | $0.08 |
| Scale | $299 | 3,738 | 30 | $0.08 |
| Business | $990 | 12,375 | 40 | $0.08 |
| Enterprise | Custom | Custom | Custom | Custom |
The Agents pricing table shows Starter at $1 and Creator at $11; the main ElevenLabs pricing page shows those as first month discounts (83% and 50% off) on $6 and $22 plans. Check the checkout page for your rate after month one.
Extra minutes cost $0.08 each. If you exceed your concurrency limit, ElevenLabs lets you burst up to 3x the limit at $0.16 per minute. Text messages cost $0.003 each. LLM usage is extra: the pricing page says model fees are shown in the product and deducted from your credits.
The math. Plan bundles are priced at almost exactly $0.08 per included minute, so plan choice is mostly about concurrency. At 5,000 minutes: Pro is $99 + 3,762 x $0.08 = $399.96, and Scale is $299 + 1,262 x $0.08 = $399.96. Same bill; Scale gives you 30 lines instead of 20. At 20,000 minutes: Business is $990 + 7,625 x $0.08 = $1,600 with 40 lines. All before LLM fees.
How it compares. The $0.08 rate includes telephony but not the LLM. Retell's budget stack ($0.0946) and Vapi's low end ($0.0818) already include an LLM. If your model costs about $0.01 per minute, ElevenLabs lands near $0.09, in line with both. See the cost per minute breakdown and the AI Price Index.
Features
- Voices. 5,000+ voices across 31 languages for agents, with customization. This is the widest library among the platforms we compared.
- Workflows. A visual workflow builder for multi step conversations.
- Knowledge base. Upload documents and enable retrieval so answers are grounded in your content.
- Tools. Agents can call your APIs and client side functions to take actions.
- LLMs. Choose from supported models or bring a custom LLM.
- Telephony. Native Twilio, SIP trunk and batch outbound calling, with no ElevenLabs telephony fee.
- Concurrency. 4 to 40 calls by plan, with burst capacity at double the rate.
- Compliance. Enterprise offers custom DPA and SLA terms and BAAs for HIPAA. ElevenLabs' agent pricing and docs pages we reviewed do not state SOC 2 status, so ask sales.
- Latency. ElevenLabs references low latency speech models but does not publish an end to end agent latency figure.
Setup
The free plan's 15 minutes are enough to build and call a prototype agent. The dashboard flow is: choose a voice, write the system prompt, add knowledge and tools, then connect a Twilio number or SIP trunk. Teams already using ElevenLabs for voiceovers or TTS will find the voice library and account familiar. Production setup still means prompt iteration and testing transfers and edge cases.
Who it is for
- Brands where the voice is part of the experience: consumer apps, hospitality, media, premium services.
- Multilingual lines that need natural voices in many languages.
- Teams that want a simple per minute bill with telephony included.
- Existing ElevenLabs customers adding agents.
Who should skip it
- Healthcare on a self serve plan. BAAs require Enterprise; Retell and Telnyx include HIPAA.
- Buyers who need an exact all in rate up front. LLM fees are shown only inside the product.
- Spiky outbound campaigns. Bursting over your limit doubles the rate to $0.16.
- Teams that want hundreds of concurrent calls cheaply. Business tops out at 40; Telnyx offers 500 on pay as you go.
Reviews
ElevenLabs has a 3.0 Trustpilot score from 1,188 reviews. That profile covers all ElevenLabs products, not just Agents. Complaints focus on surprise subscription charges, fast credit consumption and difficulty reaching a human. Use a card with spend limits and watch credits during your first month.
Cost traps
- Promo plan prices. The $1 Starter and $11 Creator figures on the Agents table are first month promos. Budget $6 and $22.
- Unused minutes. Bundled minutes are priced at about $0.08 each, so a plan only saves money if you use most of it. A Scale plan used for 1,500 minutes costs $299, or about $0.20 per minute.
- Burst pricing. Going over your concurrency limit doubles the rate to $0.16. For outbound lists, set your dialer to your plan's line count.
- LLM fees. Model usage comes out of the same credits. A frontier model can add several cents per minute, so test a smaller model first.
- Shared credits. If your team also uses ElevenLabs for voiceovers or dubbing, those draw on the same plan. Keep agents on a separate workspace or plan to see true agent cost.
ElevenLabs Agents vs the alternatives
Against Retell AI, ElevenLabs offers more voices and a simpler rate, while Retell includes HIPAA and publishes LLM prices per minute. Against Vapi, ElevenLabs is easier for non developers and includes telephony, while Vapi lets you mix providers at cost. Against Telnyx, ElevenLabs has the stronger voice library, and Telnyx has the lower all in rate and 500 concurrent calls.
Verdict
ElevenLabs Agents is the pick when how your agent sounds is the deciding factor, and its flat $0.08 per minute with telephony included is easy to budget. Add your LLM cost, check the post promo plan price, and move to Enterprise if you need HIPAA. Compare it with the rest of the field in our best AI voice agents guide.
