Fact checked against each company's published pricing, documentation and verified user ratings. How we score
Windsurf is now Devin Desktop, and on published facts it is one of the better value AI editors: $20 Pro includes quota on frontier models from OpenAI, Anthropic, Google and SpaceXAI, free use of Cognition's SWE-2 model and Devin Cloud agents. The tradeoffs are quotas that are never stated as numbers, a fresh rebrand, and a 1.4 Trustpilot score from 59 reviews.

Windsurf now lives on as Devin Desktop, and its $20 Pro plan includes quota on frontier models from OpenAI, Anthropic, Google and SpaceXAI plus Cognition's own SWE-2, which is a stronger bundle than Cursor's new $30 Premium. The tradeoffs are that quotas are not published as numbers, the brand change is recent, and Trustpilot shows 1.4 from 59 reviews.

What it is
Windsurf started as an AI native code editor (the company was formerly Codeium) and is now owned by Cognition, the maker of the Devin agent. In 2026 Cognition renamed it Devin Desktop. Visiting windsurf.com or windsurf.com/pricing now sends you to devin.ai with a permanent redirect, and the Devin Desktop page says plainly that "Devin Desktop is the new name for Windsurf."
The product has two layers:
- The IDE you already know, with Tab completions (Supercomplete), inline edits, the Cascade agent and Fast Context codebase search, plus your extensions and settings.
- An Agent Command Center on top: Spaces, a Kanban view and multi agent management, so you can run local agents, cloud agents and third party agents side by side.
Cognition also keeps Windsurf for JetBrains and the Windsurf Plugin for VS Code available. This review uses the Windsurf name because that is what most people search, but expect the menus and docs to say Devin.

How quotas work. Each paid plan has an allowance that refreshes daily and weekly. Cognition says cost per message varies with the model, the size of the task and the reasoning required, and that most users will never hit their limits. When you do, you buy extra usage at API pricing.
What is missing. There is no published number for the Pro or Max quota. That makes Windsurf hard to compare with GitHub Copilot's 1,500 monthly credits or Kiro's 1,000 monthly credits, and you will need to watch the usage meter in your first month.
Team math. Teams pricing has a base fee, so it gets cheaper per head as you grow. Five developers cost $80 plus $200, or $280 a month ($56 each). Ten cost $480 ($48 each). Twenty cost $880 ($44 each). Each full seat includes its own quota and Devin Desktop access. Compare that with GitHub Copilot Business at $19 a seat and Cursor Teams from $30.
Legacy plans. The FAQ says current Windsurf plans and prices stay exactly the same, including legacy Windsurf Enterprise.

Key features
Frontier models inside the flat fee
This is the main reason to pick Windsurf over Cursor in 2026. Pro includes quota on models from four labs plus open source models. The model picker on devin.ai lists SWE-2, Claude Fable 5.1, GPT 6 Astra, Grok 4.7 and Gemini 3.8 Flash among others, and Cognition's changelog notes recent additions such as Gemini 4 Argon, Claude Haiku 5.5 and GPT 6.1 Sol.
SWE-2 and Fusion
SWE-2 is Cognition's own coding model and is free on Pro and above. A Fusion mode pairs a frontier lead model with a cheaper sidekick model for execution, which is designed to stretch your quota.
Agent Command Center
Spaces and a Kanban board let you run several agents at once and track them. Devin Desktop supports the Agent Client Protocol (ACP), and its agent list includes Devin Local, Devin Cloud, Codex, Claude Agent, OpenCode and Cascade, so you can manage agents from other vendors in the same window.
Tab, Supercomplete and Fast Context
Tab completions and inline edits are unlimited on every plan, including Free. Fast Context finds the files and lines an agent needs in milliseconds, per Cognition.
Hand off to the cloud
A plan made locally can be sent to Devin Cloud to finish, so the work continues with the laptop closed. Pro and Max allow up to 10 concurrent sessions; Teams and Enterprise are unlimited.
Review and plugins
A diff review view flags bugs and inconsistencies before you push. Plugins and MCP servers (Slack and others) extend agents, and integrations cover GitHub, GitLab, Bitbucket, Slack, Microsoft Teams, Linear and Jira.
What users say
- Trustpilot (windsurf.com): 1.4 from 59 reviews. About 93% are one star. The recurring complaints are sudden pricing and quota changes, quotas that run out quickly, charges after cancellation, and support that does not answer email. A few reviewers say it was strong value before recent changes.
- VS Code Marketplace, Windsurf Plugin (formerly Codeium): 4.7 from 1,472 reviews with about 4 million installs. This is the plugin, not the full editor, but it is the largest public rating pool for the product line.
The split suggests the core coding experience is well liked and the friction is about billing and quota changes.
Privacy and security
Cognition's site lists enterprise controls: inputs and outputs remain your IP, zero data retention is enforced with model providers, every Devin session runs in its own VM, plus audit logs, RBAC, SSO, SCIM and private networking. Its data processing statement says Cognition maintains a SOC 2 Type II certification and that subprocessors are contractually prevented from using customer data for model training. Enterprise adds VPC deployment and teamspace isolation. We did not find a published individual plan training opt out on the pages we read, so solo users who care should check the Data Use page in the footer.
Who it is for
- Developers who want an AI editor on a $20 plan that includes Claude, GPT and Gemini, not just in house models.
- People who run several agents and want one command center for local, cloud and third party agents.
- Teams already using Devin, since the same plan covers both.
- JetBrains users who want the Windsurf agent without switching IDEs.
Who should skip it
- Buyers who need a published quota. If you must know your monthly allowance in advance, GitHub Copilot or Kiro publish theirs.
- Small teams on a tight budget. The $80 base fee makes two or three seats expensive; Copilot Business is $19 a seat.
- Developers who live in the terminal; Cognition does not list a standalone CLI agent, so Claude Code, Codex or Kiro fit better.
- Anyone wary of recent pricing churn, given the Trustpilot complaints.
Alternatives
- Cursor: the closest editor, with Bugbot, but third party models cost extra.
- GitHub Copilot: $10 a month with published credits, inside your current IDE.
- Claude Code and Codex: $20 agents bundled with chat plans.
- Kiro: spec driven IDE with published credits.
- Devin: the cloud agent on the same plan.

Verdict
Windsurf, now Devin Desktop, is the best value standalone AI editor on published prices: $20 gets frontier models from four labs, unlimited Tab, free SWE-2 and cloud agents, where Cursor's $30 plan bills those same third party models at API list price. It loses points for unpublished quotas, the $80 team base fee and poor Trustpilot sentiment around pricing changes. If you want a dedicated AI editor and can live with a usage meter instead of a number, it is the editor to try first.

What happened to Windsurf?
Cognition, the company behind Devin, renamed the Windsurf editor to Devin Desktop. windsurf.com and windsurf.com/pricing now redirect to devin.ai, and the Devin Desktop FAQ says the update arrives over the air with your plan, pricing, extensions and settings carried over. Only the name and branding changed.
How much does Windsurf cost?
Free is $0, Pro is $20 a month, Max is $200 a month, Teams is $80 a month for the team plus $40 per full developer seat, and Enterprise is custom. The same plans cover Devin Desktop and Devin Cloud agents. Extra usage beyond quota is billed at API pricing.
Is Windsurf free?
Yes, there is a free plan with a light agent quota, limited model availability, unlimited Tab completions and unlimited inline edits. Frontier models, free SWE-2 and Devin Cloud need Pro at $20 a month.
Did my Windsurf plan change?
No, according to Cognition. The Devin Desktop FAQ says current plans and pricing stay exactly the same, including legacy Windsurf Enterprise plans.
Does Windsurf still work in JetBrains?
Yes. Cognition says Windsurf for JetBrains (IntelliJ IDEA, PyCharm, WebStorm and others) continues to be available for download. There is also the Windsurf Plugin for VS Code, formerly Codeium, rated 4.7 from 1,472 reviews.
Is Windsurf better than Cursor?
On price and included models, yes for most people: Windsurf Pro at $20 includes frontier models from four labs in its quota, while Cursor Premium at $30 includes only Cursor's Grok and Composer models and bills Claude, GPT and Gemini at API list price. Cursor publishes a clearer usage multiple per tier and adds Bugbot code review. See our Cursor vs Windsurf comparison.
What are Windsurf's usage limits?
Cognition says each paid plan has an allowance that refreshes daily and weekly, and that most users will not hit it. It does not publish the quota as a number of messages or credits. If you go over, you can buy extra usage at API pricing, and switching to smaller models such as Haiku or Kimi stretches the quota.
What is SWE-2?
SWE-2 is Cognition's own coding model. It is free to use on Pro and above, and Devin Desktop describes unlimited access to it as a headline benefit.
