What the limits mean in practice
Daily and weekly refresh. Each paid plan's allowance refreshes automatically on a daily and a weekly basis. A heavy morning will not wipe out the month, but a heavy week can hit the weekly cap.
Cost per message varies. Cognition says it depends on the model, the size and complexity of the task, and the reasoning required. A long agent run on a frontier model costs more of the quota than a quick edit on a small one.
No published number. This is the main gap. GitHub Copilot publishes 1,500 monthly credits on Pro and Kiro publishes 1,000 on its $20 plan; Windsurf does not. Expect to calibrate in your first month.
Stretching it. Cognition's tips: control prompt size, remove unneeded context, and use smaller models such as Haiku, GPT 5.2 Mini or open source Kimi K2.5 for routine work. SWE-2 is free on Pro and above, so using it for everyday tasks saves frontier quota for hard ones.
What is free on every plan. Unlimited Tab completions and inline edits, even on Free.
Extra usage
When you exceed your quota on a paid plan, you can purchase extra usage, which is consumed at API pricing for the model you use. Cognition does not list a separate rate card on the pricing page, so check the in app usage screen for the current rates.
Team math
The Teams plan has a fixed $80 fee plus $40 per full developer seat. Each full seat includes its own quota and Devin Desktop access.

Hidden costs and fine print
- No annual discount is listed.
- The $80 base fee makes very small teams expensive per head; two developers on Pro individually ($40) cost far less than Teams ($160), though you lose shared billing and admin.
- Concurrent session cap: Pro and Max allow up to 10 at once.
- Free SWE-2 on the Free plan is marked "Slow" in the comparison table.
- Legacy Windsurf plans keep their current terms, per Cognition.
Worked examples
Solo developer. Pro at $20 a month, $240 a year, with frontier models, SWE-2 and cloud agents.
Power user. Max at $200 a month, $2,400 a year. Compare Claude Max 20x at $200, Cursor Ultra at $200 (third party models extra) and Copilot Max at $100 with 20,000 credits.
