Fact checked against each company's published pricing, documentation and verified user ratings. How we score
Microsoft Copilot Studio is the best AI agent builder for companies that already live in Microsoft 365: it connects to 1,500+ systems, grounds answers in SharePoint and Microsoft Graph, and charges nothing extra in credits when Microsoft 365 Copilot licensed employees use internal agents. The catch is cost forecasting, because every feature meters credits at a different rate.

Copilot Studio is the default agent builder for Microsoft 365 shops: 1,500+ connectors, Entra and Purview governance, GPT and Claude models, and employee facing usage included for Microsoft 365 Copilot users. The tradeoff is licensing complexity: credits are metered per feature, from 1 credit for a scripted answer to 100 for premium AI tools, so cost forecasting takes real work.

What it is
Copilot Studio is Microsoft's low code platform for building AI agents, agent flows and, in paid preview, apps. It grew out of Power Virtual Agents and sits on Power Platform, so it shares environments, Dataverse storage, connectors and admin controls with Power Apps and Power Automate.
You build an agent in a browser canvas or inside Teams. You give it instructions, knowledge (SharePoint sites, files, websites, Dataverse tables, Salesforce, ServiceNow, Zendesk or Confluence articles), tools (connectors, flows, MCP servers, other agents) and triggers. Then you publish it to Teams, Microsoft 365 Copilot, SharePoint, a website, a mobile app or a messaging channel.
As of October 2026 everything runs on one of three harnesses, Microsoft's term for the runtime between your design and the model:
- Standard harness for rule based agents built from topics and paths, with predictable answers. This is the classic Copilot Studio experience and bills only after you publish.
- GitHub Copilot harness for reasoning heavy, multistep work. It breaks a goal into steps, recovers from failures, creates and edits Word, Excel, PowerPoint and PDF files, and supports skills and memory. It bills credits from the moment you start building, including previews and evaluations. Microsoft notes customer data is not sent to the GitHub Copilot service.
- Copilot chat harness for extending Microsoft 365 Copilot Chat with company knowledge, internal only.
Microsoft says 90% of the Fortune 500 has used Copilot Studio, according to its product page.
Pricing explained
Copilot Studio bills in Copilot Credits. The credit replaced the old "message" on September 1, 2025, with no change to quantities or rates. There are four ways to pay:
| Option | Price | What you get |
|---|---|---|
| Pay as you go | $0.01 per credit | Billed monthly in arrears to an Azure subscription, no commitment |
| Copilot Credit pack | $200 per pack per month, billed annually | 25,000 credits a month pooled across the tenant, unused credits expire monthly |
| Copilot Credit Pre-Purchase Plan | 5% off at 300,000 credits up to 20% off at 300,000,000 | One year upfront pool, unused credits expire at term end |
| Microsoft 365 Copilot | $30 per user per month paid yearly | Build internal agents; licensed employee use is zero rated |
The maker license, called the Copilot Studio User License, is $0 but requires a tenant credit pack subscription. People who chat with your published agent need no license.
Credits burn at these published rates:
| Event | Credits | Cost at $0.01 |
|---|---|---|
| Classic answer (scripted) | 1 | $0.01 |
| Generative answer | 2 | $0.02 |
| Agent action (trigger, reasoning step, topic transition, computer use) | 5 | $0.05 |
| Tenant graph grounding | 10 | $0.10 |
| Agent flow actions | 13 per 100 actions | $0.13 |
| Basic AI tool | 1 per 10 responses | $0.01 |
| Standard AI tool | 15 per 10 responses | $0.15 |
| Premium AI tool | 100 per 10 responses | $1.00 |
| Content processing | 8 per page | $0.08 |
| Voice, classic | 10 per minute | $0.10 |
| Voice, generative AI | 35 per minute | $0.35 |
| Voice, premium generative AI | 75 per minute | $0.75 |
Reasoning models add the premium rate on top: 10 credits per 1,000 tokens, plus the base feature rate.
What it means in practice. A website support agent that gives four scripted answers and two generative answers per conversation uses 8 credits, or $0.08 on pay as you go. At Microsoft's own example of 900 customers a day, that is 216,000 credits a month: 9 packs for $1,800, or $2,160 on the meter. A pack works out to $0.008 per credit, so packs beat pay as you go once you reliably use more than 20,000 credits a month. Our Copilot Studio pricing breakdown works through six more scenarios, and the AI Price Index compares unit prices across builders.
Three billing rules matter. Unused pack credits do not roll over. Agents are disabled once the tenant hits 125% of prepaid capacity unless a pay as you go meter is linked. And Dataverse storage beyond the default 15 GB database, 20 GB file and 2 GB log per tenant costs extra.
Key features
Generative orchestration and autonomous agents
On a standalone license, agents can choose which topic, tool or knowledge source to use from the user's request instead of matching trigger phrases. Agents can also run autonomously from triggers, such as a new order or email, with no chat at all. Microsoft's billing example of an order processing agent uses four agent actions per order, 20 credits.
Model choice
The default model is GPT Chat Latest. GPT-4.1, GPT-5 Chat and GPT-5.5 Chat are generally available, with GPT-5 Reasoning, GPT-5 Auto and GPT-5.3 Chat in preview. Claude Sonnet 4.6 and Claude Opus 4.6, 4.7 and 4.8 are generally available as primary models, and Grok 4.2 is experimental in US early access environments. Admins can allow external models from Anthropic, xAI and Mistral. Many models are marked cross geo, meaning data may be processed outside your region, so check this if you have residency rules. The product page cites 11,000+ models through Azure AI Foundry, billed separately.
Connectors, MCP and knowledge
Microsoft lists 1,500+ prebuilt connectors. Agents can also call MCP servers, Power Automate flows, custom connectors and other agents. Knowledge limits are generous: 500 knowledge sources per agent, files up to 512 MB, 25 SharePoint sites with generative orchestration, and Salesforce, Confluence, ServiceNow and Zendesk articles with no size limit, synced every four to six hours. One quirk: without a Microsoft 365 Copilot license in the tenant, generative answers only read SharePoint files under 7 MB.
Channels
Agents publish to Teams and Microsoft 365 Copilot, SharePoint, a custom website, a mobile app, WhatsApp and Facebook, plus Azure Bot Service channels including Slack, Telegram, Twilio, Line, Direct Line Speech and email. Live agent handoff to Dynamics 365 Customer Service and other engagement hubs requires the standalone license. Users cannot send attachments to agents on any channel unless an Azure Bot Service skill handles them.
Agent flows and computer use
Agent flows are fixed sequences of actions an agent calls without reasoning at each step, billed at 13 credits per 100 actions. Computer using agents operate websites and desktop apps like a person and are billed at the agent action rate. Computer use is not covered by the Microsoft 365 Copilot inclusion and can use Windows 365 for Agents Cloud PCs, priced separately.
Voice agents
Copilot Studio agents can answer phone calls, billed per minute by voice tier, from 10 credits for classic voice to 75 for premium generative voice, calculated to the nearest second.
Admin, governance and limits
Admins get data policies that can block connectors, knowledge sources, HTTP calls or channels, per agent monthly credit caps, environment routing, Git based deployment, and audit logs in Purview and Sentinel. Default throughput is 8,000 messages per minute per environment, but generative AI messages are capped at 50 per minute and 1,000 per hour for tenants with 1 to 10 packs, rising to 100 per minute on pay as you go. Plan for that limit before a public launch.
What users say
We could not open Copilot Studio's G2, Capterra, TrustRadius or Gartner Peer Insights listings this month, so the record shows no marketplace score. PeerSpot, which we could open, shows 3.9 out of 5 from only 5 reviews, too few to score.
The themes in those reviews line up with the published facts, so treat them as directional rather than a score:
- Praise: fast no code agent creation, deep Microsoft 365 and Teams integration, and the connector catalog. One PeerSpot reviewer reported a 60 to 70% productivity gain.
- Complaints: cost and licensing confusion, extra subscriptions needed for some features, weaker answer accuracy on complex retrieval, and an interface that non technical makers find dense.
Privacy and security
Copilot Studio runs under Microsoft's Product Terms and Data Protection Addendum. It is covered under a HIPAA Business Associate Agreement and lists SOC, ISO 27001, 27017, 27018 and 27701, HITRUST CSF, PCI DSS, CSA STAR and FedRAMP through Microsoft's government clouds. GCC, GCC High and DoD tenants are supported, though government clouds default to GPT-4o.
Controls include customer managed keys, Customer Lockbox, sensitivity labels on SharePoint answers, real time security scans before publishing, and Microsoft Agent 365 for treating agents as Entra identities with Conditional Access. Two caveats from Microsoft's own docs: preview, experimental and cross geo models may process data outside your geography, and Lockbox does not cover audit telemetry sent to Purview or Agent 365.
Who it is for
- Microsoft 365 organizations that want an internal help desk, HR or IT agent grounded in SharePoint and Teams.
- Companies already paying for Microsoft 365 Copilot, where employee facing agents cost no extra credits.
- Regulated industries that need HIPAA coverage, government clouds, DLP and audit logs managed by the same admin team that runs Microsoft 365.
- Dynamics 365 customers adding AI agents to customer service.
Who should skip it
- Google Workspace or Salesforce first companies. Your data and identity live elsewhere; see Copilot Studio vs Gemini Enterprise and Copilot Studio vs Agentforce.
- Small teams that want a monthly plan. Packs are billed annually and the trial cannot publish. Zapier and n8n start at $29.99 and about $27 (€24) a month.
- Developers who want code first control or self hosting. n8n self hosts for free.
- Teams that need a predictable bill. Per feature credit rates make variable traffic hard to budget.
Alternatives
For a full ranked list, see Copilot Studio alternatives. In short: n8n for self hosting and per execution billing, Zapier for 9,000+ apps and simple automation, Botpress for customer facing chatbots, and the best enterprise AI agent platforms guide for Salesforce Agentforce, Gemini Enterprise, ServiceNow and OpenAI options.
Verdict
Copilot Studio is the obvious choice for Microsoft 365 companies, and close to free for internal agents if your staff already carry Microsoft 365 Copilot licenses. Its connector count, model choice and governance are hard to match. Score it lower on value and ease: credits vary from 1 to 100 per event, packs are annual, and the trial cannot publish, so budget time for a credit estimate before you commit. Start with pay as you go to measure real usage, then buy packs once you pass 20,000 credits a month.

ElevenLabs Agents4.2Frequently asked questions
Is Microsoft Copilot Studio worth it?
Yes if your company already runs on Microsoft 365, Teams or Dynamics. You get 1,500+ connectors, Entra sign in, Purview audit logs and native SharePoint grounding, and internal agents used by Microsoft 365 Copilot licensed staff cost nothing extra in credits. Outside the Microsoft stack, n8n, Zapier or a dedicated chatbot platform is usually cheaper and simpler.
How much does Copilot Studio cost?
Copilot Studio is $0.01 per Copilot Credit on the pay as you go meter, or $200 a month billed annually for a pack of 25,000 credits. A generative answer uses 2 credits, so one pack covers about 12,500 generative answers. Maker user licenses are $0.
Is Copilot Studio free?
There is no free production plan. You can start a free maker trial, but trial agents can only be tested in the test chat, not published. Select Microsoft 365 subscriptions include a Teams only plan with classic orchestration, and Microsoft 365 Copilot licensed users can use internal agents without credit charges.
Is Copilot Studio included with Microsoft 365 Copilot?
Partly. A Microsoft 365 Copilot license ($30 per user per month paid yearly) lets you build internal agents, and classic answers, generative answers and tenant graph grounding used by licensed employees inside Microsoft 365 are zero rated. Customer facing agents, agent flows with other triggers and computer use still consume Copilot Credits.
What is a Copilot Credit?
The billing unit for Copilot Studio since September 1, 2025, when it replaced messages at the same quantities and rates. Each feature has a rate: 1 credit for a classic answer, 2 for a generative answer, 5 for an agent action, 10 for tenant graph grounding and 13 per 100 agent flow actions.
What happened to Power Virtual Agents?
Power Virtual Agents became Copilot Studio. The classic topic based bot builder still exists as the standard harness, now joined by generative orchestration, autonomous agents and a GitHub Copilot harness for multistep work.
Can Copilot Studio use Claude or other non OpenAI models?
Yes. Claude Sonnet 4.6 and Claude Opus 4.6, 4.7 and 4.8 are generally available as primary models alongside GPT models, and admins can allow external models from Anthropic, xAI and Mistral. Bring your own model through Azure AI Foundry is billed separately.
What happens when Copilot Studio runs out of credits?
Microsoft allows overage up to 125% of prepaid capacity, then disables custom agents and shows users a billing message. Agent flows stop starting new runs as soon as prepaid capacity is used up. Linking a pay as you go meter avoids both.
