Veo 3.1 is the best AI video model most people can buy in October 2026. It makes 8 second clips with native audio up to 4K, marks every video with SynthID, and starts free with 50 Google Flow credits a day. Paid plans run $4.99 to $199.99 a month, and the API costs $0.05 to $0.60 per second. The catch is short clips and expensive Quality credits.

By Google

Veo 3.1 is the strongest all round AI video model you can still buy, with native audio, 4K output and every clip marked with SynthID, from 50 free Flow credits a day to $199.99 Ultra. The catch is short clips (8 seconds per generation) and a credit system where Quality clips cost 5 to 10 times more than Fast or Lite.

What it is

Veo is Google DeepMind's video generation model. Veo 1 was announced at Google I/O in May 2024, Veo 2 arrived in December 2024, Veo 3 added synchronized audio in May 2025, and Veo 3.1 became the current release in October 2025. Google retired the older veo-2.0 and veo-3.0 API models on June 30, 2026.

You reach Veo in four places:

  • Google Flow, Google's AI filmmaking studio, where you generate clips, build scenes and spend Flow credits.
  • The Gemini app, which now uses Gemini Omni Flash as its main video model; Google's video page says Omni replaces Veo 3.1 there, and the plans page still lists Veo 3.1 access on Pro (a limited Lite trial) and Ultra.
  • Google Vids for workplace video.
  • The Gemini API, Google AI Studio and Vertex AI for developers, billed per second.

That split matters. If you want Veo specifically, Flow or the API is where you get it in October 2026.

Pricing explained

Veo is sold two ways: Google AI subscriptions that include Flow credits, and per second billing through the Gemini API.

Google AI plans

Plan Monthly price Monthly Flow credits Daily credits Video notes Storage
Free $0 0 50 Flow only; no video in the Gemini app 15 GB
Google AI Plus $4.99 200 50 Video generation included 400 GB
Google AI Pro $19.99 1,000 50 Limited Veo 3.1 Lite trial in Gemini, 1080p upscale 5 TB
Google AI Ultra (5x) $99.99 10,000 50 Highest Veo 3.1 access, half price Lite and Fast, 4K upscale 20 TB
Google AI Ultra (20x) $199.99 25,000 50 Same, with 20x Gemini usage 20 TB+

Google's plans page did not show annual prices when we checked. Plans are for ages 18 and over, with Plus in 160+ countries and Pro and Ultra in 150+.

Flow credit costs

Model in Flow Clip lengths Credits (non Ultra) Credits (Ultra)
Veo 3.1 Lite 4, 6 or 8 seconds 10 5
Veo 3.1 Fast 4, 6 or 8 seconds 20 10
Veo 3.1 Quality 8 seconds 100 100
Gemini Omni Flash 720p 4 to 10 seconds 7 to 15 7 to 15
Gemini Omni Flash 360p 4 to 10 seconds 4 to 7 4 to 7
4K upscale Per clip Not available 50

The math. Free: 50 daily credits buy five Lite clips or two Fast clips a day, roughly 150 Lite clips a month if you log in daily. Pro: 1,000 monthly credits buy 50 Fast clips or only 10 Quality clips, on top of the daily allowance. Ultra at $99.99: 10,000 credits buy 1,000 Fast clips at the Ultra rate, or 100 Quality clips. Ultra at $199.99: 25,000 credits buy 250 Quality clips, which works out to about $0.80 per 8 second Quality clip. Quality is where budgets go, so prototype on Lite or Fast and render finals on Quality.

Google says credits may expire as set out when you get them, and extra credits can be bought in supported regions, but not in Japan. The help page did not list a price for extra credits.

Gemini API

Model 720p 1080p 4K 8 second 1080p clip
Veo 3.1 (Standard) $0.40 per second $0.40 $0.60 $3.20
Veo 3.1 Fast $0.10 $0.12 $0.30 $0.96
Veo 3.1 Lite $0.05 $0.08 Not supported $0.64

Audio is included in these rates. There is no free API tier for Veo, and Google says you are charged only when a video is generated successfully. For comparison, OpenAI's sora-2-pro cost $0.70 per second at 1080p before it shut down, and Kling Video v3 Pro lists at $0.112 per second without audio on fal.ai. See the Veo pricing breakdown and the AI Price Index.

Key features

Native audio

Veo 3.1 generates dialogue, sound effects and ambient noise in the same pass as the picture. You do not need a separate voice or sound tool for a talking product shot or a scene with background noise.

Resolution and length

Clips are 8 seconds per generation, with 4 and 6 second options on Lite and Fast in Flow. Google DeepMind lists 1080p and 4K. In Flow, clips generate at 720p (or 360p drafts on Omni) and you upscale: 1080p is free for subscribers, and 4K costs 50 credits on Ultra only. Through the API, 4K is a direct output on Standard and Fast.

Scene extension and frames

Veo 3.1 supports first frame, first and last frame transitions, scene extension, and references for character consistency. In Flow, only Lite supports ingredients (reference images) and extension; Fast and Quality support text to video and frames to video.

Camera and object control

Google lists camera controls (zoom, pan, movement), style reference matching, object insertion and removal, and outpainting. These are the tools that turn a one shot generator into something closer to an edit suite.

Flow scenes and avatars

Flow adds a scene builder, an agent, image generation with Nano Banana models, and avatars. To create an avatar you verify yourself through a mobile QR code flow, and avatar data cannot be shared through public project links. Avatars and video editing are not available in the EEA, the UK or Switzerland.

Gemini Omni Flash

Google's newer model sits next to Veo in Flow and leads in the Gemini app. Omni Flash makes 4 to 10 second clips, supports video to video editing and multi turn edits, and is cheaper per clip in Flow. On the API it bills at $17.50 per million output tokens, which Google equates to about $0.10 per second at 720p. If you want conversational editing, Omni may suit you better than Veo; for top quality single shots, Veo 3.1 Quality is still the pick.

Commercial rights and licensing

Ownership. Google's Terms of Service say Google won't claim ownership over content you generate. The Gemini API terms add that Google may generate the same or similar content for others. In practice, you can use Veo clips in ads, social posts and client work.

Prohibited uses. The Generative AI Prohibited Use Policy bans impersonating a living or dead person without disclosure in order to deceive, sexually explicit content, using personal data or biometrics without legally required consent, and claiming AI content was made solely by a human to deceive. Google's terms also bar using outputs to train other AI models. Google says it may allow exceptions for educational, documentary, scientific or artistic uses.

Likeness and consent. Flow avatars are limited to your own verified likeness, with safety checks on generated likeness content. There is no feature for licensed third party likeness, so get written releases for any real person you depict.

Provenance. Every Veo video carries SynthID, an invisible watermark Google says survives cropping, filters, compression and speed changes. Anyone can check a file in the Gemini app or with the SynthID Detector, which also reads marks from partners including OpenAI and NVIDIA. Media Matters also saw a visible "Veo" label on clips posted to TikTok in July 2025. The Google SynthID page we read did not mention C2PA metadata.

Controversies. On July 1, 2025, Media Matters reported racist and antisemitic Veo 3 clips with 147,600 to 14.2 million views on TikTok. In December 2025, Variety reported that Google removed dozens of AI videos of Disney characters from YouTube after a Disney cease and desist letter. We found no court ruling against Veo itself in the sources we read.

What users say

There is no large rating base for Veo alone. The Google Flow iOS app has 3.9 stars from 101 ratings. The Gemini app, where most people meet Google's video tools, has 4.7 stars from about 2.35 million App Store ratings, but that score covers the whole assistant. Gemini's Trustpilot page shows 1.4 from 1,379 reviews, mostly about errors and accuracy in chat rather than video.

Recurring praise across Google's own benchmarks and coverage: realistic physics, strong prompt following and audio that actually matches the scene. Google says Veo 3.1 led MovieGenBench preference tests in October 2025. Recurring complaints: 8 second clips, credit costs for Quality, and confusion over which Google plan includes which model.

Privacy and security

Gemini app. With Keep Activity on, Google uses your chats and uploads to improve services, including training generative models, and a subset is reviewed by humans. Reviewed chats can be kept up to three years. Turn Keep Activity off and new chats are deleted after 72 hours and not used for training. Default retention with activity on is 18 months, adjustable to 3 or 36 months.

Gemini API. On the paid tier, Google says prompts and responses are not used to improve its products and are kept only briefly for abuse detection and legal compliance. Unpaid API use can be read by human reviewers. Veo has no free API tier, so API video work falls under the paid terms.

Accounts. Google AI plans and Flow require users aged 18 and over. For enterprise controls, use Vertex AI under your Google Cloud agreement.

Who it is for

  • Marketers and social teams who need short clips with sound and want to stay inside Google's tools.
  • Google AI Pro and Ultra subscribers who already pay for storage and Gemini.
  • Developers who want a documented per second price, from $0.05 for drafts to $0.60 for 4K.
  • Anyone who needs provenance, since SynthID is checkable by anyone with a free tool.

Who should skip it

  • Long single shot work. 8 seconds per generation means a lot of extending and stitching. Kling goes to 15 seconds per generation.
  • EU, UK and Swiss users who want avatars or video editing in Flow. Those features are geo blocked.
  • Heavy Quality users on Pro. 1,000 credits is 10 Quality clips a month; you will need Ultra.
  • Teams wanting a separate video only bill. Credits come bundled with Gemini, storage and other Google features.

Alternatives

  • Kling: longer clips and lower entry price, with stricter terms on branding and commercial use. Compare in Veo vs Kling.
  • Runway: more editing and control tools for production teams. See Veo vs Runway.
  • Sora is discontinued (app closed April 2026, API closed September 2026), so it is not an option; former Sora users can see Sora alternatives.
  • Luma Dream Machine and Pika for quick, cheap experiments.
  • CapCut if you mainly edit short videos and want AI generation built into the editor.

Verdict

Veo 3.1 is the safest default for AI video in October 2026: native audio, 4K, clear API pricing, a free daily allowance and the most checkable watermark in the category. Start on the free 50 daily credits or Plus at $4.99, draft on Lite or Fast, and move to Ultra only when you render Quality clips every week. Skip it if you need long single takes or live in a region where Flow's avatar and editing tools are blocked.

Pros and cons

Pros

  • Native audio (dialogue, effects, ambience) in every Veo 3.1 clip
  • Cheapest entry in the category: 50 free Flow credits a day and Plus at $4.99
  • API pricing from $0.05 per second (Lite 720p) to $0.60 (Standard 4K), charged only for successful videos
  • Every video carries a SynthID watermark that Gemini and the SynthID Detector can check

Cons

  • 8 second clips per generation; longer scenes need extension or editing
  • Quality clips cost 100 credits, so Pro's 1,000 monthly credits buy only 10
  • The Gemini app now defaults to Gemini Omni Flash for video, so Veo 3.1 is mainly a Flow and API product
  • Avatars and video editing in Flow are unavailable in the EEA, UK and Switzerland

Frequently asked questions

How much does Veo 3 cost?

In the Google Flow app, Veo 3.1 clips cost credits: 10 for Lite, 20 for Fast and 100 for Quality, with Lite and Fast at half price on Ultra. Everyone gets 50 credits a day, and Google AI plans add 200 to 25,000 credits a month for $4.99 to $199.99. Through the Gemini API, Veo 3.1 costs $0.05 to $0.60 per second.

Can I use Veo 3 for free?

Yes, in Google Flow. Google's help center says all Flow users get 50 credits per day, enough for about five Veo 3.1 Lite clips or two Fast clips. Video generation in the Gemini app itself needs a Google AI Plus, Pro or Ultra plan, and the Gemini API has no free tier for Veo.

How long can Veo 3.1 videos be?

Veo 3.1 generates 8 second clips, and Flow also offers 4 and 6 second options on Lite and Fast. You make longer scenes with scene extension or by stitching clips in Flow's scene builder. Gemini Omni Flash, the newer Google model in Flow and the Gemini app, makes clips of 4 to 10 seconds.

Does Veo 3 generate audio?

Yes. Veo 3.1 generates native audio with the video, including dialogue, sound effects and ambient noise. The Gemini API's per second prices include audio by default.

Can I use Veo videos commercially?

Google's terms say Google won't claim ownership of content you generate, so you can use outputs in your work, subject to Google's Generative AI Prohibited Use Policy. You may not pass AI content off as human made to deceive, impersonate people, or use outputs to train other AI models. Check third party rights in anything you put in the prompt.

Do Veo videos have a watermark?

Every Veo video carries SynthID, an invisible watermark you can check in the Gemini app or with the SynthID Detector. Media Matters also documented a visible Veo label on clips shared on TikTok in 2025.

Is Veo better than Sora?

Sora is no longer an option. OpenAI shut the Sora app in April 2026 and the API in September 2026. Veo 3.1 matched Sora 2 on native audio, goes to 4K, and costs less per second through the API.

What is the difference between Veo 3.1 Fast, Lite and Quality?

Quality is the top model at 100 Flow credits per 8 second clip, or $0.40 per second on the API. Fast costs 20 credits ($0.10 to $0.30 per second) and Lite 10 credits ($0.05 to $0.08 per second). In Flow, only Lite supports ingredients and extension; Fast and Quality support text and frames to video.
